Man, crazy times on 15th Street. On the same day that the BSA finally put the kibosh on the development at 182 15th Street, more bad news from up towards 8th Avenue. After failing to adequately police the reckless construction project at 406 15th Street, the DOB yesterday ordered the 8 families who rent apartments in the adjacent building at 1504 8th Avenue to evacuate the premises because they had become “imminently perilous to life.” Turns out that developer Jack LoCicero, under the fine architectural guidance of architect Henry Radusky, have been attempting to build an underground garage atop a stream. Their efforts thus far have caused structural problems on four occasions, two of which resulted in violations, one of which was accompanied by a $5,000 fine, only slightly less than the $6,000 that one displaced tenant reckons he is now out-of-pocket. The Red Cross is putting tenants up for two nights. Seems to us LoCicero should be putting them all up at the Waldorf indefinitely.   1. As an addendum to my last post, I would like to correct the possible perception that I was working hand in hand with CM deBlasio’s office or CB7. More through the blogs and the news media to get the story out. Kudos to CB7 and the local electeds for helping these folks out and now possibly back in.

    Frankly I am disgusted and have spent half of today working with local officials and the community board getting info to them so they can help get these folks more permanent housing.

    The developer is a real piece of work! Nothing good to say about the LoCicero gents…

  3. Owner would probably need to suit contractor. They should carry insurance.
    Be sure to take photos inside and outside of your bldg. before work commences.
    You can check NYC DOB wesbite BIS and find permits, owner, contractor etc with a little effort. Most likely all will be fine – but then again if you see Radusky’s name be alert.

  4. What recourse does the owner of the damaged building have?

    Does the owner of the damaged building have to sue the builder/architect/developer or is there a less damaging/expensive method to recover the carrying costs (since it has to be empty) plus the cost of repairs?

    I’m very interested/worried about this since the empty lot next to me is getting ready to build. They put up their construction fence yesterday.
