Yesterday morning the Board of Standards and Appeals unanimously denied developer Chaim Nussencweig’s application to vest his plans for a 70-foot tall building at 614 7th Avenue aka the Minerva Building. The case has attracted a lot of attention over the past year due to its publicity-friendly storyline and connection to the increasingly controversial architect Robert Scarano. If the BSA’s ruling is upheld on appeal, the developer would have to conform to the new R6B zoning which would limit the height to 40 feet on the street with an extra 10-foot set-back floor. And this one wouldn’t have any mezzanines either.
