It looks like the picture was taken from inside a manhole. It is a gopher's eye view.

No that is definitely the Navy Yard. The building on the left is building 5, the building on the right is building 3 and the building in the background is building 77. The photographer is standing on the corner of seventh Ave and Farragut Street (in the Navy Yard) and facing east towards Eigth Ave. Trust me on this.
