The digging had barely begun at 238 St. Marks Avenue in Prospect Heights when the project was hit with a Stop Work Order last week. The punishable offense? A lack of approved plans at the site for the “support of excavation and underpinnings.” Sketch-o-rama.   1. As an engineer in NYC, I’m constantly stunned by the ‘local charm’ of our contractors, especially dirt guys. It’s not like I started with high expectations either. I guess underpinning is costly and time-consuming, but the lives! The adjacent properties!
