yes, tough to do plumbing without opening walls.... the whole building has known its coming for at least 5 years ...beats a pvc pipe along the walls of your kitchen.
no, the project will be financed by a combination of financing and increased maintenance. They studied the project to death before they began ...clueless they are not. Action impaired, yes.
Electrical: Each shareholder decides when they have the $ to upgrade their apt ...some decide, some don't. Those under 50 seem to decide cloth wiring is passe.

The building re-plumbing project is finally set to begin, after years of bandaid fixes, such as the PVC pipes mentioned in the penthouse.
the spaces are huge, so a psf basis its ok.
...maintenance is likely to increase as the plumbing project gets underway.
I'd check to see if the apt has had its electrical re-done before I'd go further.
