When does an alt-1 renovation become so extensive a new-building permit is required?
A reader lives near a construction site where the developer has filed for an alt-1 renovation. Yet nearly the entire structure has been demolished, according to the reader. The reader would like to know when a new-building permit, rather than an alt-1, is required.
