The yard next door is a mess and the rats and mosquitoes it attracts are starting to wander over to another homeowner’s patch of green. The building with the problem yard is a rental with tenants changing frequently, so chatting with the renters probably won’t help. Other than calling 311 how should they approach resolving the situation?
