No poly! sealing will not insulate. If you like the look, consider the heat loss part of the cost or spray some foam if there is a gap between the two courses of brick. Boiled linseed oil will seal and give the brick a "less dry" look.
Exposed Interior BrickWe are looking to do similar...just wondering if you needed a permit for that fancy new deck??
Brickwork etcsounds reasonable. it usually runs for about 7-9 depending on whether they seal with special spray or not after pointing. You have to make sure that they grind the cement instead of just splapping it right on top.
Pointing BrickI'd think you'd have more problems rather than fewer w/ concrete slab. To be super safe, you could dig down below the foundation line for a small section & put in rocks - sort of as a french drain.
