Flood from neighbors -- what are our best option
Hi all, recently recovering from a flood in the basement of our bedstuy townhouse.
We had a plumber come to investigate and we are pretty sure that the flood originated from the neighbors.
The next door tenants (2 family townhouse) had told us there was a plumbing issue earlier in the week. The tenants do not have access to the basement to confirm, but our best bet is the plumbing issue caused a flood in their basement which leaked over to ours.
The flood has now subsided on our side. Our main concern is preventative/what do we do if this happens again. We asked tenants to share their landlords info, but they specifically said the landlord told them not to share it. We asked to pass our info along, but the landlord has not reached out. We even had a real estate industry friend dig in and find what we believe to be the landlords name/number but they are not responsive.
Just trying to figure out what the best practical next steps are. Any advice would really be appreciated!

We had the same issue last year. It turns out that the neighbors sewer was broken below the front stoop and was slowly leaking into our basement. The neighbor was reasonable, they hired a company Harris Water & Sewer to perform a camera inspection, confirm the pipe was broken and it appears they did a good job. I no longer have sewage in my basement!

FWIW, city supply water will have chlorine in it. Storm water will not. Sewage will usually be obvious.
If a main waste pipe is very old, even if it has no cracks and appears sound, during very heavy rain it can leak from the joints because over time the lead solder wears away. An owner can find a cellar full of water and not have any idea where it’s coming from.

If your basement is unfinished, the water was absorbed, and you believe it is a one-time thing, then action is probably not needed. If it’s an ongoing issue that’s causing problems on your side, your best bet is to speak to the owner and see if there is anything they can do. Sometimes people resort to calling 311, the buildings department, threatening legal action, etc., but the fact is that’s often unproductive.

If our theory/the theory of the plumber is correct, it will only happen again if the neighbors experience another plumbing issue.
The plumber reported that it wasn’t possible to tell the water source. As I recall, he reported that it contained a lot of silt, which would be consistent with passing through the foundation wall. He wasn’t able to tell if it was clean, storm etc. (that aligns with what at least seems logical to me…. the foundation essentially would have acted as a sort of filter)
